Buyer who interested in my product but can't pay the sample.

One of my potential customers asked me to send samples to him,at first,he just said he interested in one of our products,i told him that we offer the samples free,but he should pay for the mailing,then he replied me with that he is not in the position to pay for it because they don't have the DHLaccount,and showed that he intereated in all our items,and asked me to send the samples to them as soon as possible.
What should i do ?

Replying to [blue angel 2006]: From my past experience if he cant pay for the shipping then dont waste your time. Anyone can open a DHL account unless they owe them money from the past. If that is the case it is better that you dont lose your sample. How can he pay for the container if he cant pay for the shipping samples. DONT WASTE YOUR TIME, this person obviously isnt a reputable business person.

Replying to [blue angel 2006]: The decision has to be taken after serious consideration, because we cannot determine one, whether he is a prospective buyer or not.
The advise would be to know about the buyer in full, may be we can use the internet and credit rating agencies. Then to know whether the buyer is interested to buy this product at the prices offered by you. If he is not satisfied with the price, it is not necessary to send the sample.
After these consideration and if you are satisfied with the buyer, we can send the sample at our cost.

Hi, Bluean,
One way to to handle this is to send samples by COD basis which means the buyer will receive sample only when he will pay the courier charges to the person at his door. You dont need to pay while sending samples. It will be taken from buyer.
But always ask buyer if he ready for COD otherwise if he denies to pay then you have to pay double charges for that shipment. UPS, DHL, FeDex supports COD shipments. You may need to submit letter from your side saying that you are agree to pay courier charges if buyer denies to pay the same.

Replying to [blue angel 2006]: Hi Blue Angel, Businessman gerenally would pay the transportion for interested sample through his offical courier account even third party account...We can not tell if he is really serious buyers on this matter..a serious reminder and suggestion would have been sunmitted to him , if he can not go right way to solve , I can say he is not cooperative and potential buyers at all.
Please leave him aside !!!

Replying to [wilhelm]: Dear Wilhem, I am already importing from China many years, and I paid only one time transport fee. As we are very serious company and know very well what we need, I think that supplier also have interest to send us sample and paid it for us. In China you have many, many little companies with the best web-site, catalogues, but in fact when you come in their factory you cannot say anything because of big supprise ( but bad) And who really want to work with us and belives in own quality and ... they will send us samples for free. But of course, you can find and very bad and very good buyers, depends of knowledge to distinguish between good and bad.

He/she seems to be a sample hunter.If you still have trust they are a potential customer even if they don't pay cargo charges as they don't naintain an a/c with DHL you can offer them to send the free sample on "Freight to collect" basis that means he will pay for the cargo charges while DHL delivers your cargo to them.
If they still object to pay, forget that potential customer and look for another new ones which are in abundance in the world.

I believe that if a person is really interested with your products, he/she will pay all the cost, shipment and the product’s value.
But because there are also fake advertisers who have no real business but to cheat people, that’s why some who are interested with your products chose to see your product first.
We already spent much money sending free samples so I knew a lot fake and real people/companies who said that they are interested.
