CAN u help me! Is D/Pvia bank mode of payment secure

I ve coustomer from venezuela ,who is asking to send goods by d/p via bank, is ask them to send advace 25% but gives reason that their bank only allows payment after getting orignal document.
I ask them to open L/c, then they say that L/c is a big headache as it takes 5 months to get approved I dont Think so it takes 5months, it never took so long please advice!.![[em1]](http://img.alibaba.com/images/eng/style/icon/emoticons_smile.gif)

No Bank in the world needs longer than a few days to open an L/C
and of course also not Banks in Venezuela who are fit in Import and Export regarding on their Oil sells !
