What a supplier meand by 1% free of charge spare parts?

I would like to ask you what a supplier may mean when he says "I will provide ou with 1% spare parts free of charge for after sales service" Does he mean that this 1% is the 1% of the final order? For example if the order is $15000 will he provide me with spare parts whjich their cost is $150??
