take tires off - clean them thoroughly - sand them with 400 grit paper - paint them

Replying to [Admin]:you need to sand down below the varnish surface either with sand paper, wire brush, die grinder, so on and so foruth. and then paint with a metal paint and let dry, then another coat and let dry and then a sealant and let dry, and do the sealant again. I'm not 100% sure on this myslef, but could you keep me posted on this.

you carefully sand between the silver spokes and get it ready for paint. then real carefully apply a light grease to the spokes, so that the paint does not stick to it. then depends on what kind of paint you are using go ahead and apply the paint. After the paint dries wipe off the grease and you will have the painted wheel the color you want with the silver spokes.
