I assume that you are looking at setting up a Foreign Representative Office in China. Just do a search for that term on Google.com and you will get lots of specific information. Basically, a FRO has the right to operate in China but cannot earn income here locally. It is not a particularly expensive process but it does require a lot of administrative work to maintain.

Unless you have a good deal of business in China, or you have a good capacity to cover the costs, I would think partnering yourself with a good, specialist trading company would be a better way to go.

The advantages of having your own office would be to have your own eyes and ears on the ground, but you could achieve that through a strong partnership with a good trading company.

There are many service companies / consultants offering this kind of business in China. Google it you will find some and send your inquiry.

Also, besides setting up a buying office in China, purchasing agent is also a preferred choice.

I think you don't have to set up your own office or company in China. The management of an office or company will cost you a lot actually. The best way is to work with a reliable business service company or hire a local Chinese to work for you directly in China, which would save you a lot... Please feel free to ask me for any question related.

If you have a company in your country, set up a buying office in China is not very difficult as you thought.
I have one friend who owned office in China and if you prepared all the documents the Chinese Goverment need, normally 5 days later you will get your certificate.
Good luck!
