I am doing business for the first time, what is the safest way to pay for my goods and make sure I don't get scammed? The amount is only $375.

There is no safest way, unless you use on-ground checking for your suppliers before sending out money.

 verify the supplier's details. if the shipment is over if they show you the AWB or B/L you send the TT., for proof of shipment, if you ahev any iagency there ask them to verify and ask them to give a certificate

There is one bulletproof (and totally FREE) way to sell your product and get your money.
It's not an advertising but I use Siteheart.com "chat and make a deal" application for this purposes .
You chat with your customer tet-a-tet online, bargain about the price and if he is ready to pay you send him an online bill to pay by Visa or MasterCard (note that you don't need merchant account or payment gateway to process this transaction), he pays the bills (including the transaction fees), you instantly receive confirmation from 3rd party processor and 100% of funds will be transferrred directly to your own pro Visa card within next 15-30 days!
If you customer is a cheater he won't be able to pay. If he is a serious buyer and is afraid of losing his money he will be able to issue a refund and get his money back since payment processing is secured by 3D Verified by Visa technology.

You can pay 30% before the shipment and 70% after shipment when you get sure of this shipment via the copy of shipping documents(specially B/L) sent to you through your seller.

In your case , i think that you will have to meet you banks to get the information from your acount officer on the best payment strategy coz they are the best to tell you what to do in this stuation.
or you can insist on l/c though i dont know if your bank will agree to open a letter of credit for this amount.
just meet your acount officer.
