i understand your consider about fob process. i am an exporter in marble market. we always export fob. after our contact agent sh1p the goods, they send the b/l to us. basically we do have the b/l after shipment, and you dont have to have the original b/l after shipment. otherwise you might have the right to take the goods from the port with the original b/l.
anyway, after sh1pment exporter would have the b/l, and you must notify the b/l on the lc in order to ensure the shipment. exporter must prepare all the documents that you notify on the lc(could be cert. of origin, certificate of heat treatment, inspection certifficate etc.) and send it to his bank. After exporter's bank check the documents, they send the documents to importer's bank. And after all thi process your bank will have received the original b/l already. You will see the b/l and can confirm the payment which is logic and not risky.
an advice; want the certificate that would be issued by a government organization or somthing like that.
