"Customs invoice" is the common invoice used to declare customs.

"Consular invoice" is the customs invoice audited and stamped by the import country's consulate. You have to pay a certain fees to get the stamps.

For example, if you export indian fabrics to Middle East country Kuwait. Your buyer will ask you to send consular invoice to clear customs, according to Kuwait's regulation.
