Before you invest one $ in this deal, you should ask the seller, to send you a photo, from the boat and him, showing an up to date newspaper !
With 99,9 % security, you will never hear from him !

Should it happen, that 0,01% appear you should use an Inspector from SGS in Indonesia, to be shure you get information, including full background of the boat and the owner !

SGS in Indonesia you can find with a google search, they have also a office in Medan or you can contact SGS Headquarter in Dubai to mediate !
