If you ask a question like this, you should not exclude SA, it has also a lot of scammers, but they work mostly using their brain, so it is more difficult to detect them before the fraud is happen !

Well to answer your question (and please note this is my humble opinion) yes it is.But all countries have their fair share of scammers.I have many friends living in South Africa and the reason that they live there so they say is because," it's so much like Australia"
Again I say that ALL COUNTRIES have scammers you just got to do your Homework
Remember if the deal sounds to good to be true it probably isn't.
