No, there are many scammers who can ask for payments through PayPal. They also do not offer much in the way of purchase protection outside of eBay. Read here:

Paypal along with any other financial institution is as good as the money is proven to exist . We all need to perform a check to make sure the money is real on the other end. Paypal : On one condition you can use paypal. If you are purchasing a product online and the product value is very small. In such cases you can use paypal.
But for bulk amount you are not supposed to use paypal or Western Union.
To know the safe way doing trading through Paypal you need to know the following details.
First of all make sure that you are dealing with a company and not with an individual. If it is an individual then risk is more and you need to counter check all the details properly.
If it is a registered company, then you can move. Make sure that the product you are seeking is not much costly. No big company will ask for the payment through paypal. If it is a small company there are possibilities who sell products which are smaller in value.
Thirdly make sure that the guys name or company name is not from African region (Nigeria, Ghana, Camroon etc.)
Fourthly, please check his name (very easy way) whether it is resumbling to African name. That is the first indication that you can safely avoid the dealing.
Fifthly, supposing you are buying one electronic item online and they are asking you to pay. If a person sells electronic item from Nigeria...i am sure the probability of cheating is more...because Nigera is not producing the goods. In that case, if the product is from China, but cheap so the chances of reliablity is more. you can do safe trading through pay pal.
Sixthly, please read their mails thorughly, the cheating people normally take the words of God or faith or something like that (These good words are commonly used by cheater to trap you).
I am sure you will be able to identify your cheater with one of the above checks...and sure you will notice something strange from the above. In that case as a safer side you can avoid such deals.
PAYPAL is safe if you are satisfied with the above checks. Otherwise it is always better to go through banking channels.

Out of those 1000 people, you can expect at least 125 of them to participate

I think it is okay for small transactions. Like e-bay. It is simple, and safer than other methods.
