Open credit accounts, safe or not?

Last month, one of my clients was satisfied with goods price and let me give him PI and arrange to produce. And when I asked him to pay us 30% advance or open L/C.but he refuse, and he told me his payment is By T/T 50% after shipping the containers and giving him the copy of B/L,and the Balance will be by cash against Documents by Bank.
Before I not face this payment. so I told him I must check all with friends or Bank. and relpy him soon, because I don't want to lose a client, And he also told me he will come here and inspect the goods, So I tell him we can arrange the factory produce at the first.
And last week , the client came here. And I took him the our factory and inspected all the goods, and he was so satisfied with the quality, Then I told he must pay us the advance 30% by T/T before shipping out. And the balance will be payed with 10 days after the copy of B/L.
But he refuse it, that time I felt he looks like a cheat, and not the honest to cooperate with us. Usually, when he inspected the goods is ok. he should pay the advance before shipping. But why he refused.
And now he came back to his office ,and everyday let me arrange to ship the goods. I told him, no problem, if you pay us the 30% advance before shipping, but he couldn't accept, he said to me he will pay 50% after shiping, I refused him too.
He couldn't believe me , why will I believe him? But everyday,when he is online, he will chat with me and let me ship the contaienr. I am so confused why I faced the client like the guy.

Donot confuse.
1)You must have clear payment terms before starting your production.
2) Get the authenticated order agreement from him. if there is advacne payment and LC.First get the 30/35% advance payment then start your production.If not covered by advance payment after sending the PI and after getting the LC from yoru Bankers., go through the Letter of credit throughly and if it is very clear then start your production
3) Do all the necessary formalities as per the LC terms: Donot leave a single term without fulfilment
4) ship as per terms and submit the document and get the payment
You have to work perfect as per the terms of LC.. packing, quality,shipment date etc.

He is not real buyer.He has no capital to do business.Frankly speaking I advise you Do't send material with out advance. Not only advance do not do busness with him.Cut off business to him.He is not a busness men and real buyer.

well,am new here and pleave me iwont to make deal with many person in alibaba or out side alibaba site ,but its happen with me imake amessage order of one type of cell phone by nokia and there is one man he send me amessage that he has that order with unpleavabull price ,i check all forums reply and queation and its seems to me that guy is ascammed one so i left that man away ,if i want to buy somthing ihad to visit the manifacture place due 1st time and ill not go anywhere untill my goods in shipment and pay my all mony that agreement for all ,realy iam afraid doing any transaction ,mabey you ll say that i dont know any thing about dealing but dont plame me its my money and am afraid ,also idont plame the manifacture or salesman to lost his good but 1st deal it makes agood idea for both ,my thought is for me but when isaw many person said that he is cheating iput my self in his foot ,am so sorry if my way to write is not agreement with some body but pleave me ,if i am honest sure there will be many honest people also there is many cheating people ,so dont plame me if iam afraid ,isaw many person asking about many conpanies if its fake or not are they wrong,ofcource not me eather ihave to investigate about that company.forgive me for long speech and thanx for all .

Replying to [Timli]:I'm a buyer, and can understand why he wants you to ship. It hapens that after you pay the supplier dont send the goods. If you ship and he dont pay let the shipping comp return the products. You will see that, as soon as you shiped the buyer will pay you. The buyer will not travel to your country if he is not a real buyer. You are loosing a good client. Take it, if he dont pay you can return the goods.

Replying to [shahid52]:Yeah you are right here. Why should seller take extra risk when its not needed here. This type of payment is not common in anywhere. Buyers also should know where they stand. For this case i think the buyer is a cheater/ scammer. Why would he just contact u everyday and ask u ship the goods. Cant he just contact other seller about buying the same products from u?

1.If he has visited U and checked the goods and satisfied, He should pay U an advance . If he says no, Either he is a cheat or he dont trust U.
2. Even after meeting him personnally and with all the discussions etc , If U dont want to ship the goods without the advance , That means U also dont trust him.
If this is the case I dont think there is a future in business within these two parties.
There is one option U have . If the customer is adament . You can take a small risk in shipping goods thro your shipping agent and U should give the release order or the original Bl only after getting the full payment.
IF not U can get the goods back. But the charges for shipping and shipping back will be at your expense.
I dont se any other.
