you can't be sure..... Those are probably the WORST 2 methods you can use for paying.
There are quotas on clothing from China also + the taxs/duites/ shipping costs. Depends how much you are buying.

I am not sure if your username suggests that you buy baby clothes, but if so be extra careful buying baby clothes and other products here in China. You only need one disaster to really wreck your own and possibly someone elses life if you know what I mean.
There are some great up and coming Chinese brands that are of good quality and style but not well known overseas. So I encourage you to do your research and see what you can line up.
As far as payment, as Foow has pointed out the two options you list are not the best for you safety wise. If the supplier you are in contact with is insisting on these then it may suggest that they are not the best supplier to be dealing with.
If you are ordering small amounts then perhaps TT or escrow.com could be the best option - but the latter may not be acceptable to the supplier. If you are ordering large amounts then LC is probably the best.

We are also an experienced & professional garments manufacturer in China. As our term of payment if big qty, you can send deposit first, balance money upon receiving B/L copy. But if small qty, maybe some supplier require you send all money in advance.
So first i think you should try yourself to find and get more detailed information about the garment supplier, and judge the facticity of this company. If you final confirm and choose one supplier, then i think you should be trust them. Because as a real supplier, they just want to do business, long term business. So i think they are reliable, they do not cheat. So when they receive your money, i think they should also very appreciate your trust, and good service for you.
Am i right??

Nobody can assure you for this case, esp when your supplier is not honest enough..If your order is large enough, you may audit your supplier before payment. If your order is small, then just move on to have a test..

Replying to [baby21]: Yes, we agree that's a problem. Sometimes it become a risk for the interenet business. But there's some thing we can do to make it more safe:
1. check interenet (for example search google) to see if their
names on the web, maybe you can find some comment
2. ask your friend in China or refer to third company to
check the factory
3. talk to their client they are doing now
the last thing we should say: Good Luck to you !

Not only is it possible that you won't get your goods. (OK, I admit it, it happened to me... TWICE! ... I didn't learn the first time!)
But if you get them, and they were supposed to be branded, they are almost definitely going to be copies/fake/counterfeit. (That happened to me too - I received a copy Sony PSP and copy Apple iPods.)
In short. DON''T DO IT!

Replying to [baby21]: Please dont expect the goods with this payment terms, If the buyer is a real one L/C is the defineallty the terms of real buyers, but payment through western unioun is not the right way to transfer the payment for buying the products, you can suggest your supplier to take the payment through L/C . if you pay through L/C it is the best methord for the buyer and supplier itself.
