I believe that charging for samples ensures that time wasters are filtered out. Lets face it, we are here to make money.
I always reward my clients by refunding the sample fees once they place an order with me. This way, both my client and I know from the onset that our business relationship is sincere. It helps to promote repeat business.

Replying to [Admin]: In my opinion, it is unnecessary to fix ourselves.
Talk about my company, we have 2 hands. We offer free sample, all of them are ready made & keep in warehouse. It is used for promotion, showing our quality to new customer.
In the meantime, we charge customer for any tailor made sample. However, if customer order a significant qty in the future, we refund sampling charge to them.
We should be flexible & offer free or charge sampling case by case.

I prefer tat Buyer should pay for sample charges. Seller can not satisfy all needs of all customers. If 1 customer get a sample for free there would be another one who wish to get it. Then Seller can't give everyone samples otherwise he will be short of products by giving samples away for free. Besides that charging for sample will make Buyer to decide buy or not.
Even there are many diffrenet Buyer who will only want to get samples not to buy the products itself. As well as, the DECISION sould not make depending on sample.

A seller who agrees to deliver a sample to a buyer is entering into a contract to supply the final produce from the same batch as the supplied sample - this is not possible. There is no guarantee that the final produce arriving at the buyer's destination will be from the sample supplying factory let alone form the same batch.
