A customer bargain price like this, how would you do that?

I have a inquiry for a shopping bag from abroad, I quoted almost the firm offer, as he call my mobile first and we have talked on the phone, then send me inquiry.
First, I offer him USD0.445 for quantity 250,000pcs, and he reply as bellow:
My target price is FOB 0,25 usd, it is 0,10 for poly 170T fabric, 0.05 usd for printing and 0,015 for plastic hook.
If you meet such situation, how would you do that?
as you see detail cost as above, the workers cost have not included, and benefit also not yet.
Continue to this bargain story:
The customer call me and ask me to meet him at his hotel, you never imaging how crazy this client is! When I reach the hotel in time as the time I told him, but he had checked out, and he went back to the hotel when I call him. It took me two hours to reach that hotel by taxi and waited for one hour there.
After the meeting, he still holding the target price before, "my god, what I quoted him had been the bottom price, if you do not accept it, why you ask me to come here, and still insist on your target price, but I never agree to you" I talked to myself at that moment.
Well, I was still patent to listen to him, he explain how come his target price, just like stated before, also, showing that worker salary rmb 1500/month, calculate to 1bag/4 minutes, each to be salary cost 0.33RMB, how crazy! is workers a auto-machine? even a machine they might be machine-broken, no rent cost for factory space? no tax? no power cost? no cost for management staff? many many cost he had never thinking about.

Don't bargain any more because make a fixed profit and it is your right to get it.

Replying to [Elecpack]: See that you include your overhead in your prices. If the offer is still to high for him and you can't get lower without compromising the quality, you need to tell him that. Either he agrees or looks for a different supplier.

dear friend, in fact i don't want to think you are decide to give up the order. you can tell clients you believe he can buy the products with a very good price. but you should emphasize your products worth 0.45usd. and tell him he should to add cost, workers salary, boss's benefit.

believe his every words and try to persuade him to accept your idea.

If 0.45 is your best price for your design bags, you can calculate one by one to her. As a factory, material cost is not only thing. Include worker charge, electricity, machine wear down, etc. Yes, her order is attractive but we can't do business withour profit. If she is sincere to build up business with you, you can try you best to grab this order with low profit. At least, you give your products a chance to meet competition. Later on, you can talk more with her. I am sure she can understand.
From what you said, I think she is willing to bargain with you. Otherwise why she want to pay you a visit. She is burning her own money. You should attend to this opportunity for your final battle.
