If you have excellent English, you can try.

Like business in domestic, many people always call their potential clients .

Before emails there were faxes, before that there were only telephones, before that letters had to be mailed and delivered, earlier on maybe delivered by some pigeons, and before that I think our ancestors had to either knock on potential buyers' doors, or more likely shout in the street to attract attention of passersby. So I think it's still and should be acceptable to phone, provided the person at the end of the line doesn't mind talking, and even if he/she does mind then you can always introduce your company very briefly, how you came to know his telephone number, and be polite to ask if he/she's not in the middle of a meeting etc, and if there' s interest in your product you may then follow up / email with details in pdf file etc.

It's best to call potential buyers' office land lines, and not their handphones on first contact. Using email is just practical these days, and very economical too.

Replying to [everconn]: everyone

The question was "is it IMPOLITE to contact by phone first"?, rather than using email.

If we're talking about "preference" then of course everyone prefers email, including myself, because it's cost effective. And for scammers especially it's the best method.[em10]
