Yes, it is a business problem between buyer and supplier.
Maybe UK garments can be associate with UK companies to held a fair in UK, then they give some favourable policies to China supplier, and invite the qualified supplier to UK for showing their products in the fair.
I think it must be more convenient of UK buyer, they can find satisfied & reliable supplier in the UK, no need to take so much time to search supplier from internet or many Fairs in the world.
And it also be good for china supplier. With UK garments favourable policies, they can find more reliable buyer from fair in lower cost.
I think it is benefit for both parties.

1. throw away bias based on political difference
2. accept language mismatch
3. be strict in quality terms (helps both sides in long run)
4. don't try to screeze out last pence of profit from supplier (finally you will lose more)
5. rely more on instinction in finding out gentlemen among businessmen.

This is a very interesting question,i think the goverment of UK should set up a International business platform for those who are eagerly hope to establish a business relationship with UK throughout the world,it's will bring more chance both for Chinese and other merchandiser to establish a firmly business relationship with UK.

 Here the task :

By then , The concrete action for the serious intention of establishment  are :

       1. IT or  Web  of  UK import demand  or "UK need to import"  that accessible and Open !

providing  the effective and accurate information that are significant.

e.g. = see  US - trade  web site

       2. The UK's trades community would give any data about their need and target prices.

it will such time - effective to deal with.  ( take it or leave it) .with clear  specification.

       3. The  UK  COC  give their data to  UK's Trade-Consulate and  keep up date it,

On - line access  also  been developed. Not  in individual  activities.

       4. The Bilateral  trade agreement  as the result of  'UK's national need' that will be bought

(ordered) from  China.  ( as like quota export to importing in UK ) contents of  details of

what  are Open to UK's market  and  to  where & whom  should contact to ?

       5. All above information can be find/get at every Info-center at any trade-consulate office of

UK in  each Cities as available.

these 5 #  are very general but believe that it will help full  to  China's Supplier/exporters.
