What does FSC and MOQ mean? Pls help me...

Dear all my friends...

My client gave me so many requirements regarding to our quotation , there are several terms that i don't understand, I tried to find it those terms through the link at the trade terms through this forum, I knew the FSC stands for Foreign Sales Corporation , but i don't understand what's the meaning of "all products must have the FSC certification" ? I coudn't find the MOQ stands for and what's the meaning of that term ? Need your help urgently.....
