Why do European nations scrap the Laptops & sale it to thirld world countries.

Many people in so called third world nations can't afford to buy new laptops and as a vehicle to learn and teach laptops are refurbished and sold.  Everyone cant start with a top of the line laptop or even desktop.  In the U.S. right now there are several organizations that refurbish laptop computers and give them to schools in other nations so that the children of those schools can at least start to have an understanding of the technology and also use them as a vehicle to learn about the world outside their own country's.
