That is why , what I proposed & said is vital to all members & would be members of ALIBABA.
It is not as easy as it sounds for anyone who has some "bit & little knowledge" to set up a "MEMBERSHIP CLUB" without thorough & absolute information, investigaton, of resources of any company, manufacturers, before starting a "club".

WE are now very concerned as business people wnating to do business with this country called CHINA , whose "DOORS" HAVE JUST BEEN OPENED, to the outside world. WE have a lot of homework to do before WE commit ourselves with any manufacturers or suppliers. WE must firstly, after meeting any recommended company, to make an appointment to visit their "so called factory" , having a dialogue with the company directors, managers & staff alike who will be the person to liase with you as time goes by & to be comfortable before making TOTAL COMMITMENT TO PAYING FOR GOODS SO EAGERLY.

Find out more by asking around & calling on TRADE HOUSES IN THE DISTRICT TO ENSURE THAT THESE FACTORIES YOU HAVE BEEN TO ARE RELIABLE & HAS A TRACK RECORD TO BE SINCERE & HONEST & EFFICIENT.

To answer your question. GO TO THE MINISTRY OF TRADE , bring along the documents , if you have any proof of your business transaction & payment.
