The most important thing is contract management. If you do not know how to structure Chinese contracts all of the services you listed are completely worthless.

If you an existing buyer already doing business with a factory and are not familar with structuring contracts based on acceptance sampling plans and China National Standards / ISO / ASTM / GOST / DIN or whatever standard you are using, the above services listed may cause you more trouble than they are worth. This is becuase an independent auditor that does not know how to approach the factory GM may cause a problem. Or the IA may simply be paid off buy the factory and all inspections / audits p *.

+ cannot establish varaince percentages without standards. My recommendation: Buyers should know their products before buying. And have a BOM + target price. Or work with a qualified legally incorporated enterprise in China to establish a plan that meets their objectives.

Replying to [Aussie]: It is the very good idea which I am expecting to do also. Now I work for a foreign Company as a merchandiser and worked in the computer peripherials like PC Casing, keyboard, VGA adapter, monitor ect.. and electronic product like DVD player.
So with my rich resource in that field I am seeking foreign customers who wants to cooperate with me. with my good service and cheap agent fee, I believe it would be more worthy for them.
I am very happy that there already are some people doing in such way. I also want to know how about their situation for working as such position.

The purpose is to assist Alibaba buyers to avoid fraud and shoddy goods.

A key rule is that you must be very secific about your costs. Vague indications are not allowed. And, for your own sake remember that, in marketing disciplines, people rarely bother to enquire unless the price is exactly laid out. 

A good aproach is to state:

1. The daily fee for general work.

2. A specific % or sliding scale of fixed costs for sourcing product, complete with an example like client John Citizen wants $10k worth of widgets ... the exact steps you take to source the desired quality at  best price.
