The cheapest Laptops and also usable for westerners, are available in Shenzen or Foshan City, this places you get pretty good quality and also low prices. But the only problem will remain the warranty, its suggested that you forget the warranty and press down the price, since the shipping cost itself for sending and receiving is higher then the warranty price.
Ofcourse you will get no name brands, but you can track down OEM factories, who are actually producing for Brands. Basically there is no real difference between the quality of no-name brands and Branded goods, the only difference is really the name.
If you want cheap branded goods, then the best place to search for it would be Malaysia or Taiwan, there you can find good, overstock or refurbished goods, with warranty and international repair service.
In Malaysia its usually the wholesalers who offer them, in Taiwan its usually the factories themselfs, who are trying to get rid of the left over stock or non sold items.
In average from China you can get 50% cheaper then the retail rates, plus customs, and from Taiwan or Malaysia, the branded goods, you can get around 30% cheaper then the retail price, but that is totally depended on the quantity you buy.
