Freight forwarders and courier companies factored the risk of payment default into their account.

For those without an account with the courier, are charged at a higher rate, than the pre-paid. Usually the freight-collect rate is higher, due to the extra effort for them to collect the money from the consignee.

If the buyer agree to pay the fee and do not have an good rate of express by himself, he can ask the seller use his signed account with the express provider for lower cost and paid back to the seller before or when doing the standard orderings.

Replying to [tianye]:In my point of view,freight collect must be higher anyway.If the prepayment is used by sellers and paid back by buyers.They process the payment with T/T,and it is expensive to use this tool as I know.
In the opposite situation where freight collect is used,the standard of fee charging is different across countries.In USA it will definitely be more expensive than in China.

The freigh will be the same in all cases.,
suppose you aresending FOB, the handling cahrges only collect at your end and the freight and the port cahrges at the end will be colected from your buyer.In CIF, the THC and freigh will be collected here and teh handling charge at teh end they buyer again to pay.

The sea freight is the same at all places.
You ae paying in your converted currencey here
and buyer will pay in his currency there

Replying to [tianye]:it is always better to let pay the shipper in the country whereof you send the goods, let consignee pay this charges via the bank directly to shipper, then receiver is always cheaper via courier services.

Replying to [Street Smart]:Hello..help..we now met a big problem with our USA customer...he order the machines from us..but let us to use his UPS account to send out the goods...we totally send out 5 times to him ..each time more than 700kgs..but now he didn't place orders to us..and 5 months past..the UPS people told us the customer refuse to pay the shipping cost..and so we should afford all the shipping cost..it is rediculous I think...why the UPS inform us so lately..UPS should inform us the second time when we ship out the goods..but they always tole us the account is valid...and now so long time past..UPS let us pay the shipping cost..it is not a small amount.....we now can not contact the customer......What should we do ?? You must be prepared for the possible risk.
Before you send samples,charge money from your customer ,more value than the sample itself ,better to cover shipping fee.In this way,you won't be worried of being cheated by the customer.If he refused to receive your samples ,you pay UPS and then take back your products.You will also win.
Beaware !For the first time of cooperation,you have to stick to your point,otherwise the loss will arise.
For your other question,generally it is ok to send once,but you actually send for five times,check with UPS for what reasons ,you are entitled to claim for compensation if it is caused by UPS.
