Even the sickmills are nursed by the government. In Indonesia, we have not come across closure of textile mills in news. Your message is not authenticated and there are many subjects to discuss,clarify and learn.

I did nt mean absolute monopoly. What I mean is that closing of smaller mills will gradually lead to market controlled by lesser players.
Also survival of smaller players becomes very difficult.

You are right. The bigger production houses create surplus and start a price war and smaller units are harmed.
In this situation of open market, how can a country save the small units of their country.

Also another way can be that their government promote the good units to expand and also help the industry with export incentives. Just a suggestion.
