Which country should bear the most responsibility of trade hurdle?

Dear Friends,

As i have mentioned, although many countries have claimed for a fairer trade and globalization, it is still the fact that it is difficult to trade in some countries and many trade barriers are set up, i.e. tariffs and quotas. So, my friends, which country do you think should bear the most responsibility of the setting up of hurdle and should change their global trade policy the most?

EU market is largely protected and there is so much of regulation. More than USA, it is EU. Next comes Japan. Japan domestic food business is heavily walled. 700% tax on importing rice!! Where do we go here?
