I think Shenzhen is a good place to set a buying office, as it's close to HK, and a lot of Industrial zones are around Shenzhen in Guangdong Province.
But I suggest you first of all to find the right person then you can start setting the office.

Setting up an office in China is not very difficult:
1. The cost of your establishment depends mainly on the location that you choose. Generally speaking, the coastal areas and the large cities like Beijing, Shanghai, Shenzhen etc cost much more than that of inland areas or cities. I do suggest the offices should be set up in central cities like Changsha, Wuhan, Chengdu etc.
2. The selection of office locations also depends on your business.
For example, Liuyang is called " Home of Fireworks " in China, there are thousands of fireworks factories here, so if your business is closely related with fireworks, you'd better set up an office in Changsha, which is very near to Liuyang.
3. You'd better employ a local Chinese who has rich experience in foreign trade and sourcing in China. I think he will solve all the problems for you. I can be your sourcing or purchasing manager in China.

Replying to [mayank]:I think the best place to setup a office in china is yiwu city! Why? 1. Good place. As Yiwu is well known as "international commodity city", where there are more than 250, 000 kinds of products in China Commodity Markets, which covers 2, 300, 000 square meters, totally 150, 000 booths. 2. Easy to setup a office. Here we only can rent one office with warehouse, we can buy anything from market and send to the warehouse and consolidate the container from warehouse! 3. Conveinent. It is very near to Xiaoshan airport, hangzhou, ningbo and shanghai! 4. Low cost for workers! Hope the below 4 issues can help you make your decious, anyway, if you need more information, you can contact me![em3]
