Is US the best Market for Chinese SMEs?

Dear All,
I want to know the Chinese Leadership's opinion especially of Large and Medium Sized Chinese corporations whether the following will increase or decrease their competetiveness in the US market and what results it could have on the other Big Markets for Chinese Goods..??
As per a bill passed by the Senate recently, the American Importers have to deposit a cash guarantee with the US customs to cover full amount of Anti-Dumping Duties that might arise for their imports from China.
The American Importers will now ask to split this customs cash deposit with Chinese exporter.
That could also mean that the entry barrier for Chinese Small and Medium Enterprise should increase and cash surplus chinse companies will get an edge especially for the US market.
