A new scam I haven't seen before

I have received this one - first I was confused because it was not written in capitals entirely, I had to read it first :)

Thanks for your email contact. I am a staff with the office of the Federal Ministry of Health of the Federal Republic of Nigeria. I have contacted you to know if your company will like to participate in the on-going tender for the supply of Medical Disposable Syringes with Needles packed in Blister bags for our distribution in the entire hospitals in the Niger Delta Development Commission ( NDDC).
I am going to help you and make sure you get this contract and at the end of the day you will settle me with 2% of the total contract sum as my commission . Let me know if you will like to participate so that I can guide you on what you have to do.

Even if it is not a scam it is bribery therefore illegal... theoretically in Nigeria too.
