How can an importer seek redress from a manufacturer who delibrately shipped inferior goods to his customer. Is there any law like the foreign corrupt practices Act in United Stated of America in China?

I would ask this question of Lawyer He in the Legal Forum. You will see that listed on the left navigation bar which lists all the forums. As far as I know, Foreign Corrupt Practices Act is applicable to any US citizen (or employee of one company) who participate directly or indirectly in some corrupt practices involving some foreign government officer/institutions in some foreign land (not in US certainly).Maybe I'm wrong, but I do not think this relates to commercial trade where no government body (any countries) is involved.
ABout your problem (if that is yours), you could refer to postings in this Legal sub theme and the title is "Anyone Having questions re Chinese Business LAw".You'll find it interesting.

Replying to [umecnig]: Always protect yourself with an agent. You will pay 5 percent more but you will sleep at night. Also only pay by LC- and all goods sent to a testing service and request an inspection prior to shipment.

Replying to [umecnig]: This is why it is important to have stipulations in the Purchase agreement to protect yourself against lower quality products than purchased. Without that your at the mercy of the manufacturer.
And I completely agree with having an agent and getting your own QC person into the loop.

Replying to [Manian]: Well, that's really a moot point.
I know a lot of business persons from South India who trade in imported Chinese Goods. I have seen them in Shenzhen and Guanzhou shopping around. They see, select, package and forward their goods from Chinese ports or Hong Kong which would be received by their counter parts at the destination ports like Chennai/Mumbai.
If you want to be in this trade I think this would be the best practice whether your business is small or big. Do not let intermediate buffer areas in your business.

Take some pictures of the inferior goods as received for the forwarder and file your claim with the supplier with a hint of a possible legal action if necessary.
