How safe is paypal?

Up to now I believed that paypal was the safest method of payment next to L/C and escrow. I read on these forums about people getting scammed by paypal so now I'm not so sure. Doesn't paypal retrive your money from the sellers account if you get scammed? I'm also currently dealing with a chinese supplier that takes paypal, he claims he has 1000usd in his paypal account which he uses to buy stuff online since in china you can't transfer the paypal payment into a credit card, is this true?

AcePC,  PayPal is safe but there is one thing you need to know.  PayPal works the same as if you were to write a check from a checking account balance.  This gives you no recourse to get your money back.  When using PayPal you must pay thru them using a credit card as the source of funds.  This is how you are protected because your credit company will get the money back either from PayPal or the person the money was sent to.  Remember this though, you can't simply call your credit card company and say you did not recieve your goods.  Reputable companies use reputable freight forwarders and couriers.  If the manufactuer or supplier can offer proof of delivery with in 30 days of notification you still may not get your money back.

Yes it is shure, you can not transfer a paypal fund in china to a credit card but you can order a check from Paypal about your funds. Receiving will take up to 6 working days and than you can bring it to your bank in China.
Otherwise paying with paypal is not safe. Only payments for Ebay deals will be protected in some Countries, up to 1000US$ for non delivery or waste delivery, But it is very hard to get money back from PayPal.

Replying to [AcePC]: Paypal is pretty safe, but if the scammer is smart enough they can easily steal your money.

I lost over $2000 last december from a fraud. Paypal tried to recover the money, but there was no money for them to recover.

it is a myth that they 100% protect your money, becasue they do not. they only do if you pay through paypal direct from an eBay transaction.

Why?
If PayPal feels your actions/selling are questionable, PayPal is the investigator, judge, jury and executioner. "Telling your side" of what happened, in most cases seems to be irrelevant. As a jury and judge they can easily freeze your account and hold up your money in there. If that happend you will be like this [em8]

But for small deal we can used paypal. Cheer and its up to you to make the decision.

Replying to [AcePC]: That is true, sort of. They cannot transfer this money to just any credit card, they can only tranfer it to there own credit card that is actually a debit card which has the Visa or MasterCard logo. They offer it to people who open a PayPal merchant account. I have been using Pay Pal
for about five years and I have never had any problems. In fact I once paid for a product online and never received it, Paypal refunded my money.
