Replying to [Admin]: Since both parties (Seller & Buyer) are interested in doing business the cost should be borne by both of them.
Supplier should provide free of cost samples and buyer should pay for the courier / transport charges.

Normally we would do a background check through our networking all over the world and we take our local networks advice before we make a decision to give sample. credit or more.

Yes We should offer samples for free of cost but we must ask for the shipping cost bear by buyer's. In this way if we are contributing our part by offering free samples, so buyer's also have to contribute his part by bearing the cost of shipping. This way we can also know the interest level of the buyer in our products and to do business with us. I hope my comments will be helpful to all of you. Thanks
